Why the middle of the day is the one to avoid
Coaches leave Queenstown at around 6:30am, 7:15am and 8:45am. The drive is 291 km with stops, so they arrive together, and the car park and terminal are at their fullest between about 11am and 1pm. That is the window where you queue to check in, queue to board and stand three deep at the bow rail at Stirling Falls. The first boats of the morning and anything from about 2pm carry the fewest people. Weekdays beat weekends in either half of the day.
If you are on a coach, you do not choose
A day tour books its own cruise slot and it will be near the middle of the day, because the coach has to drive back. Only a cruise-only ticket lets you pick the hour, which is one more reason to look at cruise-only tickets if you have a car. My rule, plainly
In summer, book late in the day and let the coaches go home ahead of you. In winter, book early and give yourself the daylight, because the road out matters more than the reflections. In the shoulder months either works, so pick the hour that leaves you time to stop at Mirror Lakes and The Chasm on the way, which is the part of the day people regret skipping. Check in about 20 minutes before departure, and add the walk from wherever you actually parked. In the 11am to 1pm window the near car park fills and you can lose ten minutes finding a space, which is exactly the ten minutes you needed.
